What is My Number?

My Number is a 12-digit social security and tax number

You will use the same My Number your whole life. The number will never change unless it is leaked and may be used illegally, so take good care of it.

Why do I need a My Number?

The merits of the My Number system include
administrative optimization, increased convenience for
citizens, and realization of a fair and just society.

1. Improved administrative efficiency

The time and effort needed to collate, transcribe and input various information at government offices and local public bodies is dramatically reduced. Several offices can cooperate, reducing useless behavior such as work redundancy.

2. Enhanced public convenience

Administrative procedures are simplified, such as by reducing attached paperwork, which in turn reduces the burden on citizens. In addition, you can check what information of yours is held by government offices, and receive various service notices from government offices.

3. A fairer and more just society

Earnings and payment circumstances for other administrative services will be easier to understand, preventing the unjust avoidance of responsibility and unjust reception of benefits, allowing more thorough support for those truly in need.

How do I find out my My Number?

From October 2015, all people with a certification of
residence have been notified of their own My Number.

My Number notices will be sent to addresses on certificates of residence from local governments. This also applies to those of foreign citizenship with these certificates.
If you live someone other than the address recent on your certificate of residence, please change your certificate of residence to your local government body.

What is the My Number Card?

The My Number Card will be issued when you apply at your local government. This card includes a portrait photo, and can act as identification papers.
It comes equipped with convenient features, such as using the IC chip function to get a copy of your certificate of residence at convenience stores.

Your full name, address, and individual number are transcribed on the front of your My Number Card. Any other information is limited to a electronic certificate, and very private personal information such as income is not included on the card.
The My Number will be issued from January 2016.

  • It comes standard equipped with an electronic certificate used for electronic applications such as e-Tax.
  • It can be used for services designated by law in local public bodies, such as library use or seal registration.
  • Citizen identification cards already on-hand can be used until their expiration dates. However, they cannot be owned in conjunction with the My Number Card.
  • Applications can be done via mail, computer, smartphone, or ID photo booths in town.

When do I need a My Number?

My Number is needed for social security, tax,
and disaster response administrative procedures.

Social Security

  • Pension: Acquisition of qualification, confirmation, payment
  • Unemployment insurance: Acquisition of qualification, confirmation, payment
  • Medical insurance: Payment claims
  • Welfare sector: Payment, public assistance, etc.

Tax

  • Entered on tax return forms submitted to tax authorities, written notices, records, etc.
  • Internal administration of tax authorities, etc.

Disaster response

  • Payment of victim resettlement support fund
  • Victim register preparation affairs, etc.

Even in the context of social security, tax and disaster response, My Number is only used for administrative procedures established under laws and ordinances, and the regulations of local public bodies. Note: With administration related to social security, tax or disaster response, or equivalent such administration, local public bodies can use My Number in affairs established by law.

You can use My Number in such instances as well.

A My Number notice to government offices and private businesses is needed for procedures established by law.

Students

  • To places of employment when applying for working student exemptions
Spouses, guardians

For example...

  • To places of part-time employment
  • To local governments when applying for child-care allowance
  • To local governments when vaccinating children
Employees

For example...

  • To local governments to have them create tax-income certificates
  • To local governments when applying for health insurance, unemployment insurance, pension, etc.
Senior citizens

For example...

  • To pension offices when applying for pension benefits
  • To local governments when using welfare and caregiving systems
  • To local governments when using support systems during disasters
The insured, etc.

For example...

  • To financial institutes when applying for insurance payouts, opening specific accounts, etc.

Note: Procedures that use My Number require identity verification through not only your My Number, but also identity verification documents. Thus, a My Number itself is not enough for identity theft.

Is there anything I should be careful
about with regards to handling my
My Number?

Aside from offering it to government offices for
procedures, My Number will not be offered indiscriminately.

Illegal obtainment of other people's My Numbers, or unjust provision of personal information files containing My Numbers or personal secrets by those handling other people's My Numbers, is subject to punishment.
